ACRC’s management staff is key to our project’s success. ACRC is managed by its two founding members, Mr. Curt Tran, and Mr. Quincy Zhao.

Mr. Tran is a dynamic and experienced executive who has combined a solid technical background with business management and entrepreneurial skills. He has over 30 years of professional experience, most noticeably with 9 of those years working as a consultant to the White House Office of Management and Budget (OMB), and prior to that, over 12 years in providing consultation and technical support to the Office of the Secretary of Defense (OSD) and throughout the Department of Defense (DOD). Mr. Tran has received numerous recognitions from previous administrations with letters of appreciation from former President Obama’s Chief of Staff, Rahm Emanuel, and former President Bush’s Chief of Staff, Andrew Card, attached as references.

Mr. Tran has experience working with law makers and interacting with senior government officials of many Federal Agencies to include the Department of Defense, the U.S. Congress, and the White House. He also has international experience that includes launching new products at international trade shows overseas and marketing to foreign governments. Mr. Tran has experience promoting Internet technologies to various government officials around the world, including participation in various trade shows inside and outside the U.S.

Mr. Zhao has over 20 years of professional experience, most noticeably with the last 3 years as a consultant promoting the EB-5 Immigrant Investor Pilot Program for numerous regional centers. With his advice, consultation and assistance, these regional centers were successful in forming some strategic relationships with immigration agencies overseas. Mr. Zhao has assisted and advised 6 EB5 Regional Centers on seven different investment projects. As results, over 80 million dollars came into these projects with close to 1,000 direct and indirect jobs created in different EB-5 centers in the U.S. Mr. Zhao holds a Master of Science degree in Management from University of Texas at Dallas and a Bachelor of Science degree from Beijing University, China.

ACRC’s management team has the necessary knowledge and experience in Government, business, and the EB-5 program to offer the highest quality in promoting economic growth, improved regional productivity, job creation and increased domestic capital investment.
